Why does Apple not put its hands up regarding the "No SIM" problem?

Some things to try first:1. Turn Off your iPad. Then turn Off (disconnect power cord for 30 seconds or longer) the wireless router & then back On. Now boot your iPad. Restore, if iTunes will let you. Everything except the password will be restored. Connect via cable to the computer that you use for sync. Be forewarned that it takes a long time. From iTunes, select the iPad/iPod and then select the Summary tab. Follow directions for Restore and be sure to say "yes" to the backup. I downlaod the app on my pc via itunes, and the i plug my ipad into the charger, then it auto-sync.But then i noticed that the game icon appears on my screen.
