The operating systme does not work like a normal computer. You cannot make a folder on the home screen, and just save files to it. The home screens are onyl for the App icons. If you want to save files, you'll need an App that can open such files, and copy them to the App.
You can access your Dropbox account using the Dropbox app from the App store, and then if you have another App that can open the files you can send them to it to be stored on the iPad using the ation icon menu.
