Why Can't I create an account without using a credit card? VPP

Trying to use VPP with MDM using mavericks server.

In order to deploy apps in the corporation each user has to have their own app store account. I do not want each user to have to put in their credit card information. Or any company card. I want to be able to deploy the apps we purchase on the company level.

This article says how to do this, but it DOES NOT work. There is no None option that appears after installing a "free" app.

http://support.apple.com/kb/HT2534?viewlocale=en_US&locale=en_US

Why require a credit card for the VPP program users at all? What if I were using this to deploy IPADS in a school setting, would all the 10 year olds be required to put in a credit card?

If there is another way around this, please let me know.

Thank you in advance for your help.

Re: Installed updated ios7.1.1. Favorites screen gone, can't create Favorites.

Try clearing Safari, then close it completely and reset your iPad.

Go to Settings>Safari>Clear Cookies and Data.

In order to close Safari, drag the app up from the multitasking display. Double tap the home button and you will see apps lined up going left to right across the screen. Swipe to get to the app that you want to close and then swipe "up" on the app preview thumbnail to close it.

Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

Can I create a printed calendar in iphoto with ipad. Don't see that option.

IPhoto used in past by others in family to create a family calendar as Xmas gift.  This year it is my job. Downloaded iPhoto for iPad from App Store. (Paid $4.99). Now can't find path to create a calendar.  Description of iPhoto includes calendar, but seems ambiguous on use of iPhoto iPad app for this. Maybe can only do calendars on the Mac version?  Can I use iPhoto for iPad to make a calendar?

How to create adhoc Wifi Hotspot with iPhone to connect Apple TV for Mirroring and Airplay?

I don't want to use my iPhone to share or tether my iPad or laptop etc. with my cellular data plan.

What I want is to create a hotspot with my iPhone (or iPad) so that I may connect my Apple TV to the adhoc network so I am able to stream video and music from my iPhone to the Apple TV.

I do presentations in front of live audiences and want the ability to mirror my iPad or use Airplay to stream video and photos to the Apple TV without connecting to a public WiFi network.

The apple TV is so small, I just tuck it into my bag with an HDMI cable and I am able to tap into LCD projectors and flat screens and use keynote or video from my iPad so my audiences can see my presentations.

Seems pretty simple. But I cannot activate a hot spot on my iPhone without signing up for AT&T's service. Fact is, I have no need to tether my iPhone or iPad, I just want to create an adhoc Wifi network solely for the use of my Apple TV.

I posted this question to the iPhone discussions as well, but thought someone here has wanted to do the same thing.

Someone suggested just bringing any WiFi router and connecting devices to that. But that's not a solution. It's about mobility and simplicity and not creating a larger footprint.

Thoughts?
