Re: My home screen is locked with message "Not Enough Storage" This Ipad cannot be backed up because there is not enough Icloud storage available. You can manage your storage in Settings. But since the screen is locked I can't use setting to do anything.

I purchased more iCloud storage, but still cannot download tv shows I purchased. Ideas?
You will have to delete stuff from your iPad to make way for your TV Show.
Settings>General>Usage>Storage>Delete what you don't need.

App-related storage: Local vs iCloud
Can I manage whether app-related files/data/photos are stored locally or in iCloud? iPad2, 16 GB, Wi-Fi only. Purchased increase in iCloud storage to total of 25.0 GB, of which 21.5 GB is shown as available YET, I'm receiving notification an app update cannot be downloaded due to insufficient storage.

Does icloud back up external camera photos? It says we have 9.4gb in storage but do not seem to be able to access it.
Not sure what you mean by external camera photos, but iCloud backs up the photos in the camera roll only - the photos that you take with the iPad camera or that you save from websites and emails. It does not backup up synced photos since you already have access to those.
The only way that you can access those backup end up photos is by restoring from a backup.

iTunes won't let me download movie, says I don't have enough local storage, but I have 3.5GB...
So I'm trying to buy and download the movie Resident Evil. I click buy movie and a message pops up saying that I don't have enough local storage space to download the movie. I have over a GB at this point, but I deleted some things that could be easily removed or re-downloaded later. I now have over 3.5GB of local storage space. However, I'm still getting the same message, which makes no sense. Why on earth would it take 3+ GB to download a single movie??
