With the update to iOS7.0.4 it suggests that you add a passcode to your device, but you should also see a little 'skip' in the upper right corner I think. So while you're encouraged to add the passcode, you can bypass that step.

I lost my 4 digit ipad 2 password. How can I retrieve a new password to reset it? Can you sent to my email address the new password?
Admin can you help me on this?
I am in Malaysia, shall I sent this to an apple store to get it done?
