My ipad 2 was being updated to ios 6.1.3 and when it rebooted it went to recovery mode. I want my ipad 2 back with or without my files.Please help

When trying to update my Apps I am being advised my account is not valid for the UK, I must switch to the Ireland store. How do I do this?
Change App Store
1. Tap "Settings"
2. Tap "iTunes & App Stores"
3.Tap "View Apple ID"
4. Enter your user name and password.
5. Tap "Country/Region."
6. Tap "Change Country/Region"
7. Select the region where you will be located.
8. Tap "Done".

I have an hotmail email address, how do I stop messages from being deleted automatically on my ipad please?
I have an hotmail email address, how do I stop emails from being deleted in my inbox. I want to keep some for information always.
