Please post the link where Apple promised you would be able
to download all apps at every location. Any type of international
commerce is governed by import laws, copyright, even government
ban, and many other considerations. While you don't want to
deal with copyrights, the copyright owners do appreciate the protection
of their work that copyright provides.
Which markets an app is available in is decided by the developer.

What benefit do you accruing to Apple by not making the app you
desire available in your market?
