when my battery died i charged my ipad. now the "wifi" button is to off and wont turn back on

when my battery died i charged my ipad.

 

now the "wifi" botton is in the off postion and wont slide over, like it is not an option to turn it on.

 

i have turned it on and off 8 times, no help
