No. It's a hardwired, not modular device. HOw it is is how it'll be.
What you can do to add 3G later is to consider a device like Verizon's Mifi (and there are others by other carriers as well)
it's a battery operated wifi hotspot that you can use to connect your iPad to to get cellular data service. Some smart phones also have the ability to emit a 'hot spot' signal, so if you have the right kind of phone and plan you can also get 3G on your iPad that way.
